'Gay Zombie Porn Flick' Pulled from Aussie Film Festival
MELBOURNE, KOMPAS.com - A “gay zombie porn” flick which shows aliens engaging in necrophilia has been pulled from Australia’s biggest film festival after being rejected by censors, organisers said Tuesday.(1) (2) “L.A. Zombie”, which also features homosexual sex and full-frontal male nudity, is the first film in seven years to be banned from screening at the Melbourne International Film Festival, which starts on July 22.
Festival director Richard Moore told The Age newspaper he had received a letter from censors denying classification to the film by Canadian director Bruce LaBruce. Described by Moore as a “video art zombie film”, “L.A. Zombie” stars French porn actor Francois Sagat as a man convinced he’s an alien zombie sent to Earth to roam the streets of Los Angeles in search of dead bodies and gay sex.
Moore has defended the festival’s attempt to show the film, telling public broadcaster ABC that the public has a right to judge it for themselves.
“They know they’re not gonna go and see Fantasia or Bambi,” said Moore. “L.A. Zombie” will have its world premiere next week in Locarno, Switzerland.
Last year’s festival drew protests from China and had its website hacked over the decision to show “Ten Conditions of Love”, a biopic of Uighur activist Rebiya Kadeer.



N.Korean Leader Transfers Secret Fund to Son
SEOUL, KOMPAS.com - North Korea’s ailing leader Kim Jong-Il is transferring his secret personal wealth to his youngest son and likely successor, a Seoul-based radio station said Wednesday. The transfer of money has been managed by Ri Chol, who stepped down in April as the communist country’s ambassador to Switzerland, said Open Radio for North Korea, which specialises in North Korean news.
Ri has been considered one of Kim’s closest aides and looks after his secret funds abroad, it said. Analysts say Kim’s personal funds have been dwindling because of economic difficulties and tightened international sanctions on the reclusive communist state.
There have been widespread reports that Kim Jong-Un, 27, is being groomed to take over from his 68-year-old father, who suffered a stroke in August 2008.(3) (4) Some analysts say the North is likely to designate Kim Jong-Un as the leader’s political heir when it convenes a rare meeting of key communist party delegates in September.
South Korea’s spy chief Won Sei-Hoon said last month that Kim Jong-Il’s poor health was driving him to speed up preparations to transfer power to his son, who has been taking a greater role in policy-making. Kim Jong-Il took over from his own father, founding president Kim Il-Sung who died in 1994, in the communist world’s only dynastic succession.



Disaster Vigilance More Needed, Not Just Assistance
KOMPAS.com — News of troubling disasters are often just next door. Here at the capitol, disasters come in rows. In Jakarta, floods and fire are routines for decades. However, the anticipation and handling have never been effective.

"When there is fire, just try to save yourself and the kids. If you have time, then salvage some valuables, if not just escape," said 43 year old Paiman, a citizen from Pasar Rumput, South Jakarta, Wednesday.

Paiman - and most people in the dense residential areas found all over Jakarta - don't know how to anticipate a fire. They don't even realize that disaster is always waiting to happen. They can only think of spontaneous reactions like running away.

The unpreparedness can be seen from the lack of facilities and ability of the people to suppress the potential of disasters. In the slum areas water source for firefighting is unavailable, and almost none of the people have fire-extinguishers.

The condition of the houses and environment is also terrible. The houses are cramped together, built with wooden boards, jutting out to the rivers, with poor ventilation, having only one entry/exit point, and built along narrow alleys barely a meter wide. (5)

Electricity usage is also uncontrolled. It's common to find an extension plugged full. Drainage is appaling and mostly non functional.

The Jakarta Fire Department and Disaster Management record, everyday there is one to three fires. Mostly are mass fires burning down more than a house.

Last Wednesday, at 4.45 pm, on Dwiwarna street, Sawah Besar, Central Jakarta, 25 houses were reported to have burnth down. The fire was triggered by a short-circuit.(6) (7) Since January till December 2009, approximately 700 fire incidents have occurred in Jakarta

"Fires are mostly caused by the carelessness and ignorance of the owner for a certain facility. For instance, the use of electrical appliances, or not knowing when to convert from oil stoves to gas ones. On the other hand, we admit that the firefighting facilities are also limited," said the Jakarta Fire Department and Disaster Management chief Paimin Napitupulu.(8)

Relying on help


Do the people and government know what situation causes the disasters to repeat? Yes, they do know. However, the applied handling progam doesn't solve the problem.

Sociologist Imam Prasojo said that so far the government had only played the role of helper. Because of this the people are set to just rely on help rather than changing their habits.

The government also have more trainings on disaster handling, which is more like a parade, rather than focus to educate the people to be vigilant against disasters.

For example, the flood alert training done several times in areas prone to inundations along Ciliwung river, such as Lenteng Agung, South Jakarta. The Jakarta government mobilized the people, NGOs, and other government institutions to clean the river together. The event is followed with an evacuation training for flood victims.

Such an event is almost always done before the rain season. But, afterward, obviously the river is still full of garbage. 

When the flood occurs the people choose to remain in their homes or evacuate and queue for food at the government posts. The habit of littering, occupying the river-sides, and other bad habits are still pesistent.

North Jakarta has a different story. The council chief of Kalibaru subdistrict, Cilincing,  Fhylis said that in 2002 all the heads of neighborhood received fire-extinguishers. They were trained on how to use the extinguishers, but not how to care and refill them. A year afterward, the idle extinguishers were useless.

Urban observer, Yayat Supriyatna notices that the government has forgotten that the essence of disaster anticipation is to mobilize the communities in villages, office areas, apartements or flats, or anywhere to be vigilant. Routine trainings on how to handle fire, to provide water sources independantly, to set evacuation routes, and also to campaign the proper use of electrical appliances and gas, have been done only sporadically.

Researcher on economy and social issues from the University of Indonesia Nuzul Achjar added that if necessary there should be simulations and trainings every week. Routine trainings would also be a campaign opportunity for Jakarta's city planning. An intensive approach would also accomodate the government to plan for the dense residential areas by evoking the awareness of the locals.

SBY's Decision Finally Accepted by KPK

JAKARTA, KOMPAS.com - The antigraft body KPK eventually  accepted the government regulation in lieu of law (Perppu) produced by President Yudhoyono to fill vacancies in the KPK.
  
"We accept the reality. The Perppu is issued by the president as a state institution," KPK associate chairman M Jasin said after meeting with members of the team of five appointed by the president to implement the Perppu,  here on Friday.
   
He said “KPK is a state institution carrying out state duties” (1). As a state institution KPK could not deny the head of state’s stance. "We are carrying out a task. It is impossible for us to reject," Jasin said.
  
However, he said he had suggested that the team of five chose KPK staffers or former KPK chairmen to act as acting chairmen (2). In that way, he said, they could immediately start working  along with the remaining  KPK chairmen without necessarily endangering KPK’s independence.
  
Jasin said it was alright if there were people who opposed KPK’s stance but "KPK as a state insitution has to accept reality." He said the KPK chairmen had already informed the team of lawyers defending KPK so far about the stance (3). He had explained  them the reasons for accepting the Perppu.
  
So far several lawyers who formed a team to defend KPK had rejected the issuance of the Perppu which they considered a form of  legitimization by the president of police efforts to name KPK chairmen Bibit Samad Rianto and Chandra M Hamzah suspects.
  
The lawyers said the legal process at the police was full of conflicting interests. Jasin did not confirm if the lawyers agreed with the KPK’s stance.

He stated he had advised those rejecting the stance not to act on behalf of KPK. "If they still reject the Perppu and do not act on behalf of KPK, well, go ahead."
  
Based on information,  the team of lawyers had split after KPK accepted the Perppu. Some of them would defend Bibit Samad and Chandra Hamzah while others would continue to defend KPK as an institution.
  
Earlier Jasin told the media that he did not agree with the issuance of the  Perppu for directly naming acting KPK chairmen. "If the Perppu is meant for directly naming the acting chairmen whose track records or integrity are not proven yet it would be dangerous because they would know  the secret data in the KPK," Jasin said.
  
At the time he said that the remaining two chairmen of the KPK  still met collective leadership system requirements called for by the law on KPK.

Indonesia and Phillipine Unite Forces to Counter Terrorism

JAKARTA, KOMPAS.com - The Indonesian and Philippine navies have agreed to intensify sea patrols to deal with arms smuggling and terrorism, a top Indonesian naval officer said.  The two navies had so far conducted routine joint patrols along their common sea borders in a coordinated way, Indonesian Naval Chief of Staff Admiral Agus Suhartono said on Monday.
   
"In April we will conduct joint patrols to curb  smuggling activity and terrorist acts," (4) he said. He admitted the two navies had often found it difficult to catch  red-handed terrorism-related arms smugglers.
Philippine-registered ships which employed Indonesian nationals often carried basic necessaries to be exchanged with marine products in the coastal areas of North Maluku, he said. "(The crew members) often capitalize on the situation to smuggle in weapons. But when we are about to catch them they throw the weapons into the sea. So we have difficulty catching them red-handed," he said.
   
He said the Indonesian Navy had also been conducting joint patrols with the Malaysian, Singapore and Thai navies in securing the Malacca Strait  (5). Separately, on Monday, spokesman of the Indonesian National Defense Forces (TNI) Commodore Sagom Tamboen said the navy had been tightening its patrols in waterways across the country particularly those often used by foreign ships as part of its efforts to prevent  smuggling activity and terrorist acts.

BI holds rate at lowest level

Bank Indonesia (BI) is keeping the benchmark interest rate at its lowest-ever level, but the government’s plan to raise fuel and electricity prices may cause inflation to break the central bank’s target. Following a meeting on Thursday, which decided the BI rate should remain at 5.75 percent, a statement by BI’s board of governors hinted they were more wary of a potential spike in the previously benign consumer price index (CPI).
“Inflation in 2012 could tend to surpass its target because of the temporary impact of the government’s fuel subsidy policy,” the board’s statement read. However, the central bank believed that the inflationary pressures would be “temporary” or a “one-time shock”.
The BI rate is used by banks nationwide as a reference to setting their lending and deposit rates and is used to control the money in circulation to help meet policy makers’ inflation and economic-growth targets.
BI targeted a 3.5- to 5.5-percent CPI increase this year and, as of February, inflation continued to ease, to a 23-month low of 3.65 percent.
Against that backdrop, the central bank has cut the rate three times, by a total of 75 basis points during the past five months, to spur growth over fear that Indonesia would be affected by the slowing global economy.
But the government’s plans to either raise subsidized fuel prices by Rp 1,500 per liter — from the current Rp 4,500 or to cap subsidies by a fixed rate of Rp 2,000 per liter, and to increase base electricity rates by 10 percent, will stoke inflation in the coming months, analysts have said.
“Under these circumstances, we think that BI’s decision is proper to change gear and shift to a possible tightening of the monetary policy in the near future,” Bank Danamon economists Anton Gunawan and Dian Ayu Yustina said in a research note distributed after BI’s policy meeting.
Both they and other economists have started to expect the central bank will hike policy rates by at least 25 basis points later this year to “give a signal to the market and limit the impact of the subsidy-reform program on inflation”.
“In the second half of the year, there’s a possibility that the BI rate will be hiked because inflation will most likely increase significantly as a consequence of a combined increase in fuel and electricity prices,” Bank Negara Indonesia (BNI) chief economist, Ryan Kiryanto, said.
The adjustments in energy prices would also create downside risks for Indonesia’s estimated 6.3- to 6.7-percent economic growth this year, coupled with uncertainties in the global economy, BI’s board of governors said in its policy statement.
“In the future, the board of governors will remain vigilant regarding the impact of the government’s energy policies and the impact of the global economic slowdown on Indonesia’s economy. Bank Indonesia will optimize various policies to minimize the temporary impact on inflation,” the statement maintained.
That included guarding the rupiah against potential sell-offs due to investors’ fear of surging inflationary pressures, the central bank said. The rupiah lost 0.33 percent through February to end the month at Rp 9,020 per US dollar.
Indonesia’s foreign exchange reserves at the central bank, however, increased slightly to US$112.22 billion in February from $111.99 billion in January, BI data showed.

Cinderella industry: Palm oil’s misfortunes

A “stepchild”, according to the dictionary, is “one who fails to receive proper care or attention”. Cinderella is a famous folktale of a stepchild who was unrecognized, oppressed and had to work hard above her means to satisfy her family. So how do we compare “Cinderella” with the palm oil industry?
Let’s look at how the palm oil industry typically operates. It works mostly in remote, disadvantaged areas that lack infrastructure and thus they must build everything on their own. After the commodity boom several years ago, the palm oil industry has been highly taxed with no government subsidies, and yet it provides a source of livelihood to about 3.3 million households. In short, it is a backbone of rural development, a promoter of regional development and a means to reduce poverty.
Consider other facts: oil palm estates play an important role in renewable energy or biofuels. It feeds people in a significantly more efficient way than other vegetable oils, while using less land.
All are closely related to sustainable development, which is production and consumption that not only has benefits for today’s generation, but also tomorrow’s. This is not only development for urban people, but also people living in remote areas.
Smallholders in fact play active roles in palm oil production. Growth of smallholders’ production increases by around 16 percent per year, exceeding government plantations (7 percent) and only slightly below growth in the private sector (18 percent) between 2000 and 2009.
In terms of production, smallholders’ plantations accounted for about 36 percent (7.6 million tons) of the total national production in 2009, while government estates and the private sector contributed 12 percent and 52 percent, respectively.
What does this mean? It means smallholders are using the latest agricultural technology and implementing it more efficiently than government-owned plantations. The transfer of technology and the improvement of productive work culture has enabled these smallholders to advance their remote areas, in conjunction with palm oil companies.
However, this is what I called as the Cinderella syndrome, where the one who works hard goes unrecognized and is punished for their productivity and roles in advancing the national and regional economy. The punishment is the export tax and duty for crude palm oil and its derivative intermediate products — two different forms of taxation imposed in the name of economic strategy.
The export tax and duty or other forms of levies were introduced in 1994, when the palm oil industry was starting to thrive and showing economic credentials. It was levied up until 40-60 percent, and even now is levied at about 25 percent. Many explanations have been given by the government in attempts to justify these levies, i.e. stabilizing prices of domestic cooking oil, improving national stocks of CPO and, further, to drive the national downstream palm oil industry by imposing disincentives to the upstream CPO exports.
However, many believe levies were principally for tax reasons: to get more and more taxes and duties and sacrificing other negative and distorted impacts, such as the price pressure to the smallholders and growers, resource transfer from growers and CPO producers to the downstream industry and also vertical integration of upstream and downstream industry in one hand which pose threat to the antimonopoly and trust measures.
The government is sidelining the strategic function of the levies, to optimize the proceeds and earmark for advancing competitiveness of the upstream palm oil growing industry and develop more upstream and value added industry.
One area that needs attention and intervention is surely is the productivity in the upstream industry, which is significantly lower than Malaysia by 13.6 percent. Indonesian comparative advantage is due to lower labor cost and endowment factor in terms of availability of lands. Other than these, Malaysia is significantly ahead us, especially in the palm oil-related research and development, which push the innovation to the limit.
We are stalled in the in the early phase of upstream industry, which is commodity-driven, and under-investing in expanding to the downstream industrial phase, which is capital-and-innovation driven.
Let us look to the international data. According to the 2011 Global Innovation Index, we ranked 99th out of 125 economies. Compared with neighbors Singapore which ranked third, Malaysia 31st, Thailand 48th and even Vietnam 51st, surely we lack innovation resources to improve our economy.
Malaysia has similar palm oil export tax imposed on the industry. However, all of the proceeds go to the development of the industry, in forms of research which integrates interests of growers, industry in the up-downstream value chain, research institutions and universities subsidized credit scheme for smallholders; safety net funds; and also for promotion and marketing. Therefore, Malaysian palm oil industry is more prepared in keeping its agricultural practices align with the best practices, better funded and functioned in other areas, which prevent any negative campaign to the industry.
What the Indonesia and palm oil industry is a well-crafted national strategy, aimed at longer horizon of developing valued added industry, and left the short-term thinking of extracting more tax and duties from the industry. This industry will not able to compete in its optimal speed due to ineffective funding mechanism, research and innovation, market development, adoption of good practices, and institutional and governance reform.
Further, with continuous negative campaigns on the palm oil in the European market, all socioeconomic contributions, particularly in poverty alleviation has been undermined. The industry has been left alone to struggle without adequate supports from concerned stakeholders.
The mistreatment story of palm oil industry is neither appropriate nor appealing for Indonesia. We need to transform this stepchild industry by inviting a white knight in form a comprehensive and visionary policy laying out the blueprint of the sustainable industry. We are expecting that in the due course with favorable policy framework — as divine interventions and unexpected miracles in case of Cinderella — the palm oil industry will be realized as the jewel princess of Indonesian economic development.
The Bali’s Palm Oil Conference on Dec. 1-2 needs to urgently raise this issue. Let us imagine the faces of smallholders when the government and industry work hand in hand in advancing their interest, development not only for urban, but also people living in remote areas.
